General Info: Lipari steering issue?

I hope fellow owners could help me with this. When I look at the steering system and where the rod enters the tube something seems to be missing. The continuous metal shavings are another clue that this set up is right.

Take a look at these pictures and please let me know if you have a solution

Thanks so much for your responses Bushing was never installed at the factory and I didn't know any better. A problem that my dealer hadn't solved for two years answered on CF in short order.
