No I don't believe that is the case. My impression is that he wants to ensure the right person takes the boat (i.e has the financial and technical ability to maintain it), I and I believe his preference is for someone in the Great Lakes region. If by chance, some one meets that criteria, and is offering something in exchange then I am sure the owner would not refuse.
