Defective Hourmeter

I own a Perkins diesel that was supplied with the Perkins engine instrument panel.The hourmeter stopped working at 106 hours. I then installed a second remote mounted hourmeter which is connected to the same terminals which is working well.I checked the supply voltage to the shared terminals of both hourmeters and discovered that it fluctuates around 6,6 volts. Why would one work and the other not ?
