Flex solar panel problem

I have 3 x 100w flex panels on my Bimini.
They are going on 5 years old and produced up to 4 amps each on a good day.
Just got down to the boat in Mexico and have found some issues.
Panel 1 is at 18.5 volts but no amps when connected to controller.
Panel 2 is at 9.4 volts no amps
Panel 3 is at 18.5 volts 2.2 amps.
Can a panel produce 18.5 volts but no amps?
I think that I will have to replace at least 2 panels.
