Sorry, disagree with you again. Firstly, once you get below say 2.9v the voltage reading is a very accurate way of measuring residual capacity. Second, if the cell has got damaged as in the case of the OP and without a BMS, it makes more sense to bottom balance. An overcharge should be still possible to prevent with a conservative setting on the chargers and with the bottom in balance, it is easy to prevent an undercharge with normal monitoring.
