Re: One controller to for solar and AC charging and two battery banks?

Split bank is poor design, one big one for House, separate Starter is the way to go.

200W solar should be fine for those loads, even 100W if consistently sunny.

Wire the SC directly to House.

Use an Echo Charger to keep Starter topped up from House
