Learned this from a great mechanic (Larry at Westport Marina, NY) - if there is less than ~8V at the solenoid when you hit the starter switch, the solenoid may click but won't pull in far enough to power the starter motor. Voltage drop in the wiring harness is typically the problem. This can happen with fully charged batteries, obviously will be worse if batteries are weak. Clean all connections (there may be several plugs in series at the engine panel).

Another fix (which I applied) is to install an auto-type cube relay at the starter, activated by the start button, which directly powers the solenoid, so no voltage drop issues ever again.
