Surging Alternator

I have a Balmar ARS3 smart regulator that cycles my Balmar alternator on and off unless I put a substantial load on the system - I usually turn a bunch of lights on. I also have 2X80W solar panels. The gnd and B+ wires are plenty big. Any ideas?

Do you have a separate regulator for the panels? If so, what's its cutout voltage?

Morningstar Sunsaver. Regulated to 14.4V.

Disconnect the panels and see if it still happens.
