Has anyone mentioned just moving the boost pump closer?
These pumps move water very well when there is minimal head pressure.
Place the pump closer to the power source.

See attached image.....This nasty little thing was the issue.


I now have a 0.7V drop on the line, which is about right for the cable run and the pump is a lot more happy with a 12.7V over a 11.7V supply.
