I cleaned the terminals which didn't seem to make a difference. Then thanks to the suggestion by one of the previous posters, I now place my transmission in neutral and raise the engine revs to 1800rpms while using the windlass. The added juice coming from the alternator makes a huge difference.

Now it works great!
