What is the proper procedure and documentation needed when buying a foreign vessel from USA

Few buy in Thailand, Langkawi is 120nm south, open registration and no duty, most Thai sales do the deal there. You can do it yourself or an agent in Langkawi can deal with registration paperwork. Need a bill of sale, confirmation of cancelled ship registration from previous owner. I think that's it, I sold a boat there 12 mths ago.
