New Puget Sound sailor... would love your help!

Good morning cruisers!
I'm a Lake Michigan sailor transplanted to the Puget Sound. We need to move our boat from Blaine to Seattle and had hoped to do it this weekend but the forecast just changed substantially and looks... questionable.

Can you help with some questions?
- A SE wind 20-30 kts is coming off the shore (and we're trying to go S/SE). If I hug the shoreline will the wind/waves be less? If I'm riding the tide south toward the Swinomish channel, will the tide help be enough to overcome that wind, while motoring in a smaller sailboat?
- Can a 5'2" draft sailboat make it through the passage to the east of Lummi Island?
- Given that forecast, would you attempt to go from Blaine to Seattle this weekend? We were hoping to do it in two days with an overnight in La Conner.
