Recommendations of where to haul out for a few months on East Coast US

Due to personal reasons I'll need to haul out my 40ft cat and store on the hard from June 1 to at least Oct 1. Any recommendations of a good marina/harbor between South Carolina and Mid Atlantic?

I don't have any attachments to be in a specific location. I'll haul it, put everything away, do some basic upkeep and leave and just come back at the end clean up, drop in and sail away.

The things I am optimizing for:

Cost to haul and store
Use tax of the state as that could be a bigger deal than the storage so SC and DE are clear preferences
Hurricane safety, I don't know if being on the hard makes most places ok save for a freak storm
Ease of dealing with staff, some times old school business a hard to deal with if you aren't in front of them in person.
Quality of doing work to do some straight forward boat maintenance if needed.
Security of the place.

Secondary:
Access to Uber or rental car or taxi to rental car to get in and out to an airport.

Anything else I should be considering when choosing a place?
Any good resources?
