Litime DC to DC issues

I am having an issue with an LiTime Dc to DC charger. Their 40 amp model.

Installation. LN 105a alternator. Serpentine belt. Balmar MC412 external regulator. 300ah lead acid house bank. 300ah Lithium bank for a Victron 12/3000 inverter. DC to DC connected between the FLA bank and the Li bank.

The LN/Balmar works fine charging the FLA bank. I expected when the FLA bank reached fully charged, the alternator would keep putting out 40 amps to charge the Lithium bank.

But it only puts out 6-8 amps into the lithium. I am assuming the load on the FLA acid bank from the DC to DC is not enough to bring the voltage on the FLA bank for the regulator to bring the alternator current up.

Ideas? Suggestions?
