The woman in the car arrived with a message, and no authority to change the message. If they already see the boat as an interloper, it doesn't pay to take excuses.

She could also be a little pissed at the fact that many of the cars from Quebec, that have been allowed to pass through PEI to get to the ferry to the Magdelene Islands, have been stopping en-route, and shopping. Contrary to what they are allowed to do, they've been visiting PEI, rather than strictly passing through. Several have been caught, and warned, and many others have been reported, but not caught by police. So here are folks from the most infected province in Canada, "passing through" the least infected province in Canada, and not isolating, but mixing with the locals at the restaurants, shopping stores, and tourist attractions. That might annoy some folks.

If you knew the local news, you might have a better idea where an attitude towards the Fleur de Lis might come from. If there was an attitude at all.

I still think she was sent to do a task, and succeeded in that task. Listening to "excuses" probably hasn't worked well in the past. If told by her boss to vacate that boat, then there is no upside to taking up their cause.

Those guys were taking video, and had the benefit of "acting", and being careful of how they sounded, for the camera, and looking innocent. The girl on the dock didn't know she was on film, or she might have worded her argument differently. We don't know what happened before the camera went on. In this world of video blogs, and "look at me", I doubt most of what I see on these blogs.

One could argue this forever, but the fact remains that recreational boating is non-essential travel and the recommendation from practically all healthcare officials is that everyone should avoid non-essential travel and non-essential contacts for the duration of the pandemic.

Can't make it simpler than that.

Seriously I am not sure where I stand with fining a boat that chased some whales across the border. Except of course I object to boats chasing whales at all...

CDC changes guidance on isolating adults with COVID-19

The Centers for Disease Control and Prevention (CDC) on Wednesday updated its guidance on how long adults with COVID-19 should isolate.

The goal is "limiting unnecessary prolonged isolation" and "unnecessary use of laboratory testing resources," the CDC said.

Most people with COVID-19 can stop isolating 10 days after symptoms began, the CDC said. Symptoms must be improved and a fever must be resolved for at least 24 hours without using fever-reducing medicines, the CDC said.

Those who never develop symptoms can stop isolating 10 days after the date of their first positive test.

"A limited number of persons with severe illness may produce replication-competent virus beyond 10 days that may warrant extending duration of isolation and precautions for up to 20 days after symptom onset," the CDC said.

Wondering if the fine was $1,000 for the boat operator or $1,000 charged to each person aboard. A fine really has to have some sting to it to be effective.

If you are a liveaboard cruiser, have a problem at sea, need provisions or fuel, what's "essential" or "non-essential" is up for discussion. The words "recreational" or "commercial" might fit neatly in some circles. But some people live on their boats and "recreational" or "commercial" don't fit because it's "home".

This kind of stuff happened in the Caribbean and thankfully the US Virgin Islands didn't leave cruisers stranded at sea by turning them away. The picture was not pretty for most, and many that sought refuge there have now left. But at least there was one country that didn't slam the door on people who needed help.

Dr. Bonnie Henry, B.C.’s provincial health officer, said there are now more than 70 cases of COVID-19 related to the community exposures in and around the Kelowna area.

She added that as a direct result of the recent community exposures in Kelowna, there are now close to a thousand British Columbians who are self-isolating at home because they have been exposed to somebody who has been positive for this virus.

The provincial health officer stressed the importance of people keeping their “bubble” of close contacts small.

“What we’re seeing in the Okanagan, and this is why interior health is looking at some more restrictions in numbers of people that gather, is that people were having 20 or 30 contacts and that makes it much more challenges for us to find people in a timely way,” Dr. Henry said. “Most people will start to get sick at day five, day seven, so we want to find everybody before that period of time, so that they don’t have the opportunity to pass it on.”

She said people in B.C. “need to take a step back” and look at the rules that need to be followed to bend the curve back down. “Being outside is not enough, we know that it can be transmitted when you’re having close conversations, talking, laughing, with large numbers of people, even if it is outside,” Dr. Henry said.

Expansion of Atlantic bubble not coming in the near future

Prince Edward Island Premier Dennis King said while discussions continue about opening up the Atlantic bubble to other part of Canada, it is not a priority for the province at this point.

“While I, like all Islanders, look forward to a time when our lives can return to some kind or normal and where our borders can be open to all of our visitors, we recognize that we need to remain vigilant as we learn to live with COVID-19,” King said. “For the time being we’ll maintain the status quo and measure any future decisions based on the best information and data, in coordination with the chief public health office.”

He added that the province is currently having conversations about how to allow more visitations at long-term care facilities and possible reunification of families within Canada.

Dr. Heather Morrison, the chief public health officer of P.E.I., stressed that it continues to be critically important for people in the province to keep their number of close contacts small, echoing comments from other Canadians health officials that the recent increase in new cases across Canada is “concerning.”

In Whistler, a British Columbian mountain resort where U.S. tourists typically account for 25% of all summer visitors, hotel occupancy dropped to "pretty much zero" from mid-March through the end of June, said Barrett Fisher, president and CEO of Tourism Whistler.

If you liveaboard, i.e., your boat is home, you should do the same as is universally recommended around the world. Stay safer at home. Don't move to new homes or move your home. Travel and make contacts for only essential purposes. Essential is an adjective, its meaning is the same by land or by sea. 1. absolutely necessary; extremely important.

Don't go to sea unless such voyage is truly essential.
