*Entry to Martinique: All travellers over the age of 11 must undertake a test for COVID-19 within 72 hours before departure for Martinique. The test is obligatory and the traveller must show proof of a negative result before embarking. Travellers may also need to produce a self-certified document affirming that they have no COVID symptoms and that to their knowledge they have not been in contact with any person confirmed positive within the last 14 days. You should check with your travel operator and thelocal Prefecture’s advice ahead of travel. Airlines may refuse boarding to anyone who does not produce both proof of a negative result and the self-certified document. Travellers from most destinations will also be required to self-isolate for seven days on arrival in Martinique, before taking another PCR test. See the local Prefecture website for further information. These entry requirements are subject to change. For further information on the entry restrictions in place for French Overseas Territories, see the French government’s website before travelling. If travelling via France, you should also check the advise for France.

OK. I can see this now. They departed Las Palmas before this regulation, but landed after it came into force. Hence they were not aware of the new stricter rules.

I did not know about about this 19 January tightening, neither did they - as they were offshore and underway at that point.

Thank you for clearing up the (apparent) confusion!

The important thing is that they are healthy. It is an ever changing environment as to travel obligations and rules. Quite a few countries now locking their citizens in, not letting them leave, thus avoiding the issue of having to contend with their repatriation. Until the pandemic is resolved, it just isn't a good time to be traveling domestically or internationally.

Martinique and Guadeloupe were in lockdown all December and January according Noonsite, We asked by mail for procedures of traveling before we decided to sail to St. Martin. You needed a good reason (repairs, provisioning or fuel) to be allowed to enter Martinique or Guadeloupe, Inter-island traffic was forbidden except for work, health care and visiting relatives in need (attest) and all C19 tests before departure and upon arrival were enforced, so we avoided them as we set sails on Dec. 17th in Las Palmas.

The new regulations were a relief of the curfew and lockdown before, so no surprise at all.

CANADA: Pleasure boats banned from Canadian ARCTIC until February 2022

A ban on cruise ships of more than 100 people coming to Canada will remain in place until February of 2022, a federal government release said Thursday.

The temporary measures for cruise ships were scheduled to end in a couple of weeks, on Feb. 28.

Today Minister of Transport Omar Alghabra made the announcement of the interim order, and also extended an order prohibiting pleasure craft in Canadian Arctic waters except for those used by residents of the region.

Belize is reopening...again...after a brief period of only allowing those w a connection to Belize (residency, land, business....) to clear in, requiring an agent, and very high fees...the latest news is that Port Authority is about to issue a new advisory which will drop some of these hurdles...waiting for the details.

Re: corona virus alerts - Latest cruising Information for vessels/locations/rules

The U.S. Centers for Disease Control and Prevention said on Wednesday it would keep its stringent framework for a resumption of cruise ship operations until Nov. 1, rebuffing an industry body’s push to lift the order early.

Earlier on Wednesday, the Cruise Lines International Association had urged the CDC to allow for a return to sailing from U.S. ports by early July, arguing that the health agency’s stance did not reflect the accelerated roll out of vaccines or cruise operators’ safety advancements. (https://bit.ly/3ffIztx)

The CDC in October 2020 issued a “conditional sailing order” (CSO) that comprised a framework for a phased resumption of cruises, requiring testing and additional safeguards for crew members, as well as simulated voyages to test cruise ship operators’ ability to mitigate the risk of virus transmission.

At the time it said the order would remain in effect until Nov. 1, unless it decided otherwise or if the virus was no longer deemed a public health emergency.

Re: corona virus alerts - Latest cruising Information for vessels/locations/rules

The Spanish government has extended its travel ban on journeys from countries outside the European Union (EU) and Schengen Area for a further one month. The restrictions, due to expire on March 31, will be extended until April 30, according to Spain's Official State Bulletin (BOE) on Monday.

The ban is on "non-essential travel between third nations outside the EU or associated Schengen countries" out of consideration for public order and health during the ongoing COVID-19 pandemic, the BOE said.

The BOE also said that the ban on travel to Spanish ports and airports from Britain will not be extended beyond March 31, allowing travel between the two countries for non-Spanish nationals or residents in the country to restart on April 1.

Re: corona virus alerts - Latest cruising Information for vessels/locations/rules

Disappointing announcement, harsh reality.

Today's news: Wed, March 31, 2021, 12:29 PM

https://www.yahoo.com/news/france-or...182915211.html

PARIS (Reuters) - President Emmanuel Macron on Wednesday night ordered France into its third national lockdown and said schools would close for three weeks as he sought to push back a third wave of COVID-19 infections that threatens to overwhelm hospitals. His announcement means that movement restrictions already in place for more than a week in Paris, and some northern and southern regions, will now apply to the whole country for at least a month, from Saturday.

Snipets from his national address:

As to the future:

"Seeking to offer hope, Macron said the April lockdown and a swifter vaccination campaign may allow the slow re-opening of the country from mid-May, starting with some cultural venues, museums and the outdoor terraces of bars and restaurants." 'under strict rules' and a calendar drawn up for a progressive reopening of other facilities.

From Saturday, all of mainland France will be under a 7 p.m. curfew, working from home will be expected from those that can, with domestic travel restricted and gatherings will be limited, non-essential shops will be closed, and travel restrictions will be imposed.
This brings the whole country in line with 19 virus hot-spot territories, and cities like Paris, which have had a limited lockdown imposed for the past two weeks.

'The epidemic is accelerating, and we are likely to lose control, so we must find a new way of reacting. We must therefore set ourselves a new framework for the coming months,'

the 'British variant' for creating 'a pandemic inside a pandemic' that was more contagious and 'more deadly.'

We are faced with a new situation,' he said. 'We are involved in a race. Propagation of a new variant that was identified by our British neighbours' must be dealt with.'

Current efforts to limit the virus 'were too limited at a time when the epidemic is accelerating'. The spread of the variant meant 'we risk losing control'

"Thanks to the vaccine, the way out of the crisis is emerging,' Macron announced that the vaccine drive would be open to all those over 60 from April 16 and those over 50 from May 15.

Other Gleanings:

The president said non-essential shops would remain shut, along with businesses such as cafes, bars, and restaurants. The French finance ministry said the new lockdown would see 150,000 businesses close nationwide,

Under the restrictions, people are allowed to go outside for leisure, but only within a 6 miles radius from their homes - and without gathering.

Re: corona virus alerts - Latest cruising Information for vessels/locations/rules

Portugal on Sunday extended restrictions on travel via land and sea to and from Spain that had been due to end this weekend until at least April 15 as it works to contain the spread of Covid-19.

The two countries imposed the restrictions on Jan. 28.

The interior ministry said the restrictions would remain in place for at least a further 11 days, adding that the measures did not prevent citizens or residents of Portugal from entering the country.

Vehicles transporting goods, emergency vehicles and seasonal border workers are also exempt.

Nationals from Britain, Brazil and South Africa - where more contagious coronavirus variants were first detected - or any country with an infection rate above 500 cases per 100,000 people must quarantine for 14 days if they have entered via the land border.

Tiny kingdom of Bhutan vaccinates 93% of adults in 16 days
When plotted on a graph, the curve of Bhutan's COVID-19 vaccination drive shoots upwards from the first day, crossing Israel, the United States, Bahrain and other countries known for vaccinating people rapidly...
... Since March 27, nearly 93 per cent of adults have received their first dose of the COVID-19 vaccine in the tiny Himalayan kingdom wedged between India and China. Overall, the country has vaccinated 62 per cent of its 800,000 people.
The rapid rollout of the vaccine puts the tiny nation just behind Seychelles, which has given jabs to 66 per cent of its population of nearly 100,000 people...
... Bhutan has a mandatory 21-day quarantine for all people arriving in the country."

Re: corona virus alerts - Latest cruising Information for vessels/locations/rules

From Monday, April 19, Australians and neighbouring New Zealanders will be able to travel between both countries without the need to apply for an exemption or spend time in mandatory quarantine.

Australia closed its borders to all non-citizens and non-residents in March 2020 and has been permitting only limited international arrivals in recent months, mainly its citizens returning from abroad.

“Australia is in no hurry to open those borders, I assure you,” PM Morrison said. “I will not be putting at risk the way we are living in this country which is so different to the rest of the world today.”

For months now, except for some short snap lockdowns, Australians have been able to dine out, gather nearly freely and stop wearing face masks in most places. They exchanged their international forays for local trips, with government figures showing big annual increases in intra-state travel in the first months of 2021.
