On this date in the lower east side of Toronto, people continue to mask when indoors and keep a respectful distance. We are in the middle of a fifth wave.

Don't think it is over because the government is de-regulating.

Well, that stinks. Hopefully it’ll be blown over by the middle of summer and we can all get a nice break from the oppression (by the virus, I don’t mean that in any political sense).

Moderator hat on, here. We understand it is difficult for CF members to stay tightly focused on just the aspects of news that pertain to sailing and cruising.

Nonetheless CF Community Rules are clear that any political posting must be in reference to cruising or sailing.

fully vaccinated means you have all 5 shots? With 1-4 shots would be considered partially vaccinated?

Do you still need a Covid-19 PCR test to enter Canada if fully vaccinated?
In March, Canada announced it will lift its Covid-19 pre-entry test requirement for fully vaccinated travelers beginning April 1, saying that the pandemic was entering a "transition phase." The requirement will be dropped for air, land and water ports of entry.Mar 18, 2022

Exemptions to the vaccine requirement
Vaccination is required for travel within and out of Canada. A valid COVID-19 test result will only be accepted for one of the following limited exceptions:

Travel from remote communities
Travel for essential medical services and treatment
If Canada is not your final destination
Emergency and urgent travel (including for urgent medical reasons)
Other exceptional travel in the national interest
Medical inability to be vaccinated
Sincere religious belief
Russian invasion of Ukraine
Travellers who qualify for an exemption will also need to have a valid COVID-19 test result before boarding a flight or train.

False claims are an offence under the Criminal Code and false declaration could be subject to Transport Canada fines.

Bottom line

Canada requires travelers to be vaccinated, there are some exceptions outlined on the above listing.
Find if you meet any.

Do not see any significant changes.

Please read above links, they are official and require no interpretation or explanation/argument.

Canada policy is clear and easy to understand.

"To qualify as a fully vaccinated traveller, you must have received 1 of the following, at least 14 calendar days prior to the day you travel:

at least 2 doses of a vaccine accepted by the Government of Canada for the purpose of travel
or a mix of 2 accepted vaccines
or at least 1 dose of the Janssen/Johnson & Johnson vaccine"
