A large part of Portugal's problem is Storm Emma hit during Spring tides.. even the marina in Portimao got a battering with the storm surge.

A video of Holyhead in North Wales has been posted on YT. The huge harbour is well protected from the Westerly storms they get each year being stuck out in the Irish Sea. Unfortunately the harbour is open to the East which is the direction the wind came from this time.
