Heading back To the North

Hello all,
I was wondering if anyone has any advice they can share for good routes from st Tomas virgin islands to Tampa Florida. And best time to head out. 7 years ago I sailed a 46 foot boat down from Stuart Florida to st Tomas. And yes it was a thorny path! I am told the trip North is much nicer? Also if anyone knows if the waters around Haiti and Dominican Republic should be avoided due to current desperation in that region. Thx for any advice anyone can share.
