Outer Banks, Anchoring, Access

Hey there, i'm considering buying a corsair f24 for CHS area day sailing but i also have a particular trip in mind. The feasibility of this trip is a significant factor in my purchase decision. I want to bring the boat up to the Outer Banks for about a week at a time for some surfing, kite boarding, OBX exploration, and beach activities with the family. I've got a few questions for cruisers familiar with the area.

1: Are there any anchoring restrictions? Can i just drop anchor for the night anywhere? (Corsair 24 board and rudder pulls up allowing anchoring in as little as a foot of water)

2: What are the limitations on coming ashore on the OBX. The places where there's beach on both sides can i just beach the boat, run across the street and grab a quick surf?

3: Is access to the parks and day use areas by boat allowed?

Seems like it could be really easy and fun, however, i've come to realize if something looks fun there's probably alot of rules keeping me from doing it!

It seems like marina access, refuel, and additional supply are sufficiently covered in other posts.
