Boatbuilder Aluminum - Which One

I'm trying to identify the boatbuilder of some photographs from about 1994.

Aluminum boatbuilder, including big boats, either Wisconsin or Maryland. Distinguishing feature: at one end of the shed, centered, high, three flags hang down. From left to right England (red cross on white - not the flag of Britain), US, Texas.

So whomever worked there, at least in that shed, had some English and Texan connection.

The connection might be not where someone is from but rather an expression of proud independence/isolation - the St. George cross at that time was often an expression of "Don't Tread on Me."

I must be making some sort of mistake, but all I see is a single, small b&w picture of 3 flags hanging down. And so I fail to understand how anyone would identify an aluminium boat builder from the picture.

As an aside I doubt that the flag on the left is a St George cross flag. It has a thick line on one long edge, the same width as the cross lines. That's quite an unusual design. The only flag with a cross and an edge like that I could find is the flag of the Central African Republic. The picture isn't the entire flag and so the cross in the top left corner may be missed in the photo. Of course a colour photo would aid the viewer considerably.

Then again the flag may also just be a design someone's conjured up and fabricated on their sewing machine. Flags are easy and fun to make.

I was hoping that because big aluminum sailboat builders are not numerous in the U.S., the limitation to Maryland and Texas should bring it down to a possible identification.

I should have added "big": 60 feet and up. And "luxurious", and "Custom".
The believe the flag id's are correct, red cross centered on white (England's based on St. George's Cross) and Texas. The flag does not always center the cross.

In 1994, Palmer Johnson was still in business in Sturgeon Bay WI, specializing in big custom aluminum yachts, but that's not enough to id.
