check this out

I am anchored in WindlyBay in Islamorada in the florida keys. I was coming back to my boat this morning about 11:30 and I see this boat maybe 200 yards from mine. about 10 minutes later I look up and see this boat is closing in on me. That's when I realized there was nobody aboard And it was adrift, upon closer inspection it is obviously a Cuban refugee boat. How it made it here in the Back Bay I do not know. I pushed it away with my Dinghy and it was very heavy. made from steel spray foam and green canvas at one time it had an inboard motor and the shaft was rusty but still there. It had a steel rudder with a tiller handle. It is full of old water bottles and junk. I let it drift towards shore then pushed it into the shallows with my dinghy And tied it to the mangroves. I called the Coast Guard and they said they came out to check on it an hour and a half ago. It was still adrift

You'd think FL Marine Police would be all over it since it's breaking all kinds of 'their laws', no registration, no nav lights, trash heap of a boat, etc Oh wait, there's no one to ticket or harrass! Just let it settle to the bottom on the precious eelgrass and maybe no one will notice

Removing it from the water immediately did not seem like a priority, they'd rather field calls on it all day

If I hadn't arrived back at my boat when I did, it likely would have collided with my vessel

Hmm. Maybe this is just a "dog bites man" kind of story, but you could let the local newspaper know and see if they're interested.
