Do You Recognize this ?

It is teak and the other side looks like a tray. Nice trim edge about 1/4" high There are two of them and the wording on the bracket says "Don't step on bracket"

These were on the boat when we got her and the brackets look to fit over a rail, but would flop flat against the lifelines.

Thoughts?
