Fire Extinguisher.

bought a new walmart coast guard approved fire putterouter today. got 4 others on the boat, bought in 2008. the new one shakes and you can feel the powder move around. the 2008 ones don't move around. guess they should be shook up every once an awhile. gotta buy more new ones.

Actually if they are powder, you are right. You can usually give them a good smack on the bottom and that will loosen them up.
