Help buy boat not driver

You can buy a boat in CA without any identification. Just pay for it. Now registering the boat is a different matter. Are you going to register it in CA? If so, why? Are you planning on being there for a long time, permanent resident or??? Are you going to buy the boat and head to mexico and go cruising? Are you going to register the boat in your home country?

It would help if we understood what it is you are trying to accomplish.
