How to Paint over 3M 5200

How do I paint over 3M 5200 below the water line?



Last season I put put some 3M 5200 into my sailboat keel smile. I painted over it with CPP bottom paint. When the boat was pulled out this fall, the 3M 5200 was solid with no cracks. There was also no paint on the white 3M 5200.



I have googled this and can not fine any ideas. Appreciate any help.
