is this a whisker pole?

bought an Abbott 22 last year and this came with the boat. I'm assuming its a whisker pole but I'm not sure. it extends to 8' in length. I've no Idea how it is supposed to be set up.

Yep.. One end goes on the mast. One end on the Sheet (not the clew of the jib).
That line on it looks like some kind of topping lift or kicker control.

With a pin like that the outboard end HAS to go through the clew of the jib. I had one of these on our C22 years ago, and with the lower loads associated with the standard 110 jib, it was fine. If it got too windy, I'd take it down.
