I would prefer Cancun over Miami although there are delightful areas not far from Cancun, Isla Mujeres being one. Cancun is just too big.

Leaving aside all of the transportation issues, have you checked into the Immigration ones? You can't just show up and settle in Mexico, anymore than you can, in the US.
