4” draft shouldn’t me much of a problem but a HUGE amount of tacking or motoring.

I second the suggestion to check out Washington Sailing Marina. Our sailing club, SCOW, keeps 3 Catalina 25's (or maybe 24s) there, with small outboards mounted. No problem. There is a short narrow channel to exit the marina, but after you are out, the Potomac is more then wide enough to sail.
