They are not for an anchor light. They are for inland water use as an emergency beacon. Tho not listed as an offshore light. In an emergency use all possible ways to a tract attention. But to use it as anchor light is stupid.

Sun and Moon has the simple solution drawn correctly.

If the anchor and tricolor are LEDs, you don't need the diodes on those.
