Not sure about the salvage rules when the owner has been located... I think many people were going for it, but were stopped.
You'd think, being a government with no money to gain, would be happy to have someone, anyone claim it and take it out of the seaway. I spoke with a Maritime lawyer back in 1990, and her take on salvage law was "Finders Keepers, Losers Weepers". rule was in force, with identifiable owners then a salvage agreement is worked out between them and the salvage crew, a certain % of the value of the vessel and cargo, plus extra points for the dangers involved with the salvage. Many cases an arrangement can be worked that the vessel is surrendered to the salvage crew for a small fee, then the vessel is sold as scrap.
