New Cuba travel rules

The general Obama announcement appears to open the Cuba door to American cruisers. It now seems that a general purpose to interact with locals supported by some sort of log documenting same will work. Group memberships or travel no longer required. It's essentially an honor system. Does anyone know exactly what the current requirements and limitations are for individuals? Are pre-travel permissions (OFAC letter) still required? Spending limitations, if any? Etc. I am assuming Key West Coast Guard may flyspec individuals to demonstrate their resentment of the policy change.
