Not for Sale to US Citizens in US Waters

I have run across a boat of interest that is in US waters that states twice in the ad: "Not for Sale to US Citizens in US Waters". Any ideas what is going on here? Is there a tax problem or ownership issue?

It means the boat hasn't been imported to the US.

It is for non-USA registered boats that have not paid USA duty. I bought a Bowman Corsair from a guy in Torquay, England and sail it to Miami. After arriving in Miami, I put the boat up for sale. Since it had not been registered or imported to the US, I could not sell it in US waters. I found a US buyer, and we sailed it to Bimini and completed the sale.
