pass on the tax

The last show i was at a dealer said there were ways to not pay the tax on a new boat. If the price is 350000 the base tax will be around 27000. I thought that if you paid with cash you paid the tax when you regestered it and if you took out a loan it was atomaticly rolled into the loan. Any one had any exp in this.
