I meant that he has a forkin brain cell, beats the average <0.5 seen around where I live.

I just read the story of a young guy (17 years old) who studied hard at school, was grade A student, did lots of volunteer work and was in the Royal Air Force cadet unit. He had an assured place with the RAF after completing high school. He was booked to go on a RAF camping weekend and was stopped by a member of the police as he had a sheathed knife with a fixed blade that was several inches longer than the UK law allowed. His parents had gone away for the weekend with the result that he was locked up until they could return (the next day) and then he was presented to the magistrate. He ended up with criminal record and lost his RAF career as a result.
Not such a proud result for the Brit police force or their justice system?
