Prevent loss of VAT-paid status when purchasing outside of the EU

When a boat is advertised for sale in a French Caribbean Territory as VAT (TVA) paid (or often VAT included) - what does it actually mean?

Just a historical fact with no practical implication for the new owner? And certainly no advantage when returning to the EU?

It means that the seller is trying to fool you or he was fooled when he bought it. VAT is due if sailing it back to the EU VAT area if it changes hands outside the EU VAT area.
