Resource for professional advice Re: Flagging/insuring in EU

I was hoping I might get a few solid leads, on a professional contact, to Flag and insure my boat in the E.U.

I posted a general inquiry and got some good suggestions, but nothing specific.

The more specific suggestions were either NOT in the EU, or in countries whose documents are NOT recognized by all EU members.

The Boat needs to be Registered in the EU with as FEW hassles as possible.

Anyone able to give me a referral to a SPECIFIC professional, who competently navigates these issues, that I might contact?

For specifics:
Vat is paid.
All documents in possession.
Must be IN the EU.
Must be FULLY flagged (i.e. not Netherlands)
Must be recognized by all EU members.
As hassle free, as possible.
