Restrictions based on CE category?

I am eyeing a CE B-rated boat (Farrier F-27), that crossed oceans on multiple occasions. Yet, it hasn't got the Category A (Ocean) rating.

I'd be interested, which European flags would hinder me using the boat offshore? I know, no police would stop me 200 miles from the coast, but in case of an accident I might be liable just because of the rating or an insurer might refuse a claim because the whale hit the boat 5 miles beyond the limit of the boats CE rating.

CE A & B ratings are not distance limited. They are primarily sea/weather condition related:

Category A – Ocean:
covers largely self-sufficient boats designed for extended voyages with winds of over Beaufort Force 8 (over 40 knots), and significant wave heights above 13 feet, but excluding abnormal conditions such as hurricanes.
Category B – Offshore:
includes boats operating offshore with winds to 40 knots and significant seas to 13 feet.

If you are sailing in appropriate weather conditions offshore and haven't exceeded the maximum POB for the B rating, it doesn't matter how far out you are.
