Without wanting to beat this issue more, I note that my initial reading of UNCLOS was in agreement with StuM's reading No. 1: that the 10% of available width ought be the minimum distance from the coast that a vessel can pass.

If my understanding of the Indonesian navy interpretation was accurate, they (TNI AL) went with the alternative reading of UNCLOS.
