You should be able to buy a spare tire carrier that accepts a whole tire, wheel, and hub with bearings at any place that sells trailer parts. I have one on my fishing boat trailer. Yes, the wheel turns. It's a good idea to carry a complete spare anyway. It's a real bear to change the bearings beside the road.
