TIP expired temporary import

Hello,

has anyone gone through the process of when the permit has expired for more the 2 years. I'm helping a friend and he is old and thus has not much care for paperwork. The boat was in mexico for over 12 years on a 10 year permit and its long expired. Has anyone recently gone through the process? Obviously we know to solve the process the boat needs to leave the country, problem is will it be allowed to leave? Any votes would be great based on experience or just vibes. Money is not a concern for fines, its the loss of the boat for up to 2 years...long time to be homeless for my friend.

I'm trying to help him but he is afraid and thinks best to just sail away...

If I were facing this, here is what I would do.

I would find a Spanish speaking friend to help me, and dress according to the respectful local notions (not shorts and thongs), and hire a bilingual lawyer in the state in Mexico where he left the boat, and pay for help in remediating the situation. They are friendly, reasonable people, but their customs are unfamiliar to Unites States Americans, and that is why he needs the help of someone local who knows whom to approach and find about the fines. It may be, he only has to see a judge and pay the fine, I don't know, but the longer he puts it off, the more difficult it will become.

The downsides of sneaking away can be way too extreme to risk--and far more stressful than an elderly person may be able to handle at all well.
