That is crazy and greedy and unclear if it is even legal not that legality has ever stopped states before.

In Vermont, A documented Vessel must Validate its Documentation". This is if your to be on the waters of Vermont for more than 90days. you are provided with a sticker, no numbers. Oh, you guessed it, the cost is the same as if you were to register the vessel. This is all done thru the Motor Vehicle Dept. and very easy.

Florida requires a state/county registration even if you are USCG documented.

There is a difference between titling and registration. If the boat is documented, the USCG does the title. Some states, like Florida, also require registration. Florida wants a 6% tax paid on the purchase of a vessel. If you bought it from another person without a broker, you will have to pay the tax when you first register it. The maximum tax on the sale of a boat or vessel is $18,000. The registration and yearly renewal fee depends on boat length: almost $200 for a 40-65 foot boat.
