What are these things

Been on the boat since I bought it 15 years ago and having a clear out found these things ! Still no idea what they are for ???

Hmm. Could you please write what's written on there (I can't quite decypher it)?
Might be a better start for searching.

There is a company called Hemel in Germany, but they have nothing to do with boats. Still sometimes parts get used "off-label" or repurposed. https://www.hemel.de/ueber-uns

Are the parts related?
One of each?
Is the dish on the first part rotating around the rusty screw?
I think the screw is centered. The off-center imprint in the disk might be just from manufacturing.
The groove in the disk indicates perhaps that a wire or line went around it...

The Hemmel thing looks like it should be a temporary fitting since the screw tightens it in place onto a stick or stanchion of some sort. What would it slip over on board that it could then tighten up on? Cleat ends or posts somewhere? Perhaps for rigging a fishing line off the stern or for keeping a radar reflector halyard from chafing on the reflector? A retrieval line for a kellet? Lots of possibilities!

What makes you think it's a boat boat part ???

Those little red things are rusting....so unlikely to be a boat part, and the main body also appears to some kind of iron casting.

I got 2c sez it's not a boat part. It may have some other application and just ended up on the boat.

In closure, the main part seems to have an "offset" hole in the center, placed on a inner ring, but whether that can rotate or not I cannot say.
The " offset" hole must be a clue to it's use ??

The third one is, quite obviously, a garrotte. I'm guessing that sometimes they didn't like their guests and it's an easy way of freeing up a berth...

I suspected my neighbor of dropping a few rigging pins and rings on my deck, so I went to the local junkyard, bought a few things I had no idea what they were and dropped them into his cockpit lockers.

Easiest way to find out what they are is to get them off your boat — then as sure as anything you will need them the very next day.

It appears to be, but it is actually centric if you look carefully.
