Who is to blame for faulty Mooring?

Interesting court resolution in the case of the faulty mooring provided by the Island of Saba (promounced “Sayba”) a legal entity of the Netherlands in the Netherland Antilles, Caribbean Sea.

The crux of the case seemed to hinge on whether or not the mooring was considered a permanent installation and that no crew member stood watch.
