buying a sailboat in Vietnam

We are considering the possibility of buying a vessel in Vietnam. Need HONEST advice about this issue. It needs major work that would have to be done somewhere. Either there, or Manila or Singapore ? There seems to be lots of Vietnam red tape and some risk too. The vessel could be an excellent buy but I don't want to drop the bone in my mouth and jump into the river to get the bigger bone that is not even there. I know that sometimes an opportunity is good and other times no it is not. Talk to me STRAIGHT. Thank you shipmates ! Michael
