Looking for recommendations Pacific cruising

Hello, if I am starting in Guam or say the Philippines which direction to go back to the USA would you prefer. South to Fiji or the Northern route. Could or could not go through Hawaii. I was planning on going West through the Indian Ocean but it seems like a lot more trouble that way. Looking for an interesting route with less government cost as possible. 37' Morgan OI.
