It’s called ‘summer’ in the mid latitudes. It’s the same on the east coast. We are in Maine and if we get a good sailing day every two weeks, I’m happy. Light air sails are the only answer. They can make all the difference.

Having grown up sailing in the PNW, I agree with what others have said. You have to look at it as "boating" and if you get in a good sail, it's a bonus.
There is a reason the vast majority of boats in the area are power boats.
That being said, a summer in the San Juans/Canadian Gulf Islands and beyond is among the best "boating" experiences in the world.

I'm third generation Washington resident, have a grand father dropped anchor in America in 1638. Puget Sound is a varied condition potpourri. There are little bays, like Port Madison where I live, that you can find a couple hours of wind for a small boat almost everyday. If you catch a rising tide you can reach it with the building winds for the duration, wait a couple hours and head back drifting or motoring. East to West and back, are good a lot of days. But the true treasure of Puget Sound is it being the gateway to two thousand miles of some of the best cruising grounds in the world. An area that would take a full time lifetime to explore. You can swim in water in the high seventies or have glacier melt splashing on deck. You won't find the monoculture sailing conditions of San Francisco Bay, where I spent the mid seventies, but here, the variety and beauty is unrivaled.
