Anchored Sailboat on The Chesapeake...Who Is It?

There is a boat anchored in the Chesapeake. Specifically over in Canton, near the Inner Harbor. This boat is about 22-25 foot if I had to guess. Hull color is yellow, it has a tiller and ob mounted on the stern. I really wonder if anyone knows anything about this boat. It is anchored out every time I pass. Hurricane Sandy and all tropical storms never seem to move this boat an inch. I wonder what ground tackle he has out there. So impressed and wonder. I have thought about dropping a note on his boat as I dinghy by sometime telling the owner basically what I'm saying on here and to ask about his tackle. If anyone knows about this boat, let me know.

If you have been to the Harbor, you have passed this boat. He must really trust his anchor out there. I have a marina close by, so have never anchored near him, but would not hesitate as he does not look like he has ever drug. Anchor is either set really really well or it resets on its own.
