Looks like a "Baja filter", used to prefilter diesel whilst filling up tanks on board.

The plugs are to keep the dirt and rubbish out ,it’s a dead rigger for my Baja filter .⛵️⚓️

Take the cap off the skinny part, insert into fuel hole and pour. The caps are for keeping it clean when not in use. Might be handy in far flung questionable fuel ports. It's just a filter.

Great for filtering water out of diesel kept in drums. If yours is plugged, maybe there's something dirty in it. Open with care.

PS. What you posted a picture of is actually the higher priced model, and a little wipe will most likely remove that surface rust, if you like things to look clean.

Great for filtering water out of diesel kept in drums. And yes, one can take on very dirty, water-contaminated diesel, so depending on your plans, it is a useful item. In some places, one uses the dirty diesel to help incinerate rubbish.

If yours is plugged, maybe there's something dirty in it. Open with care.

The two caps are to keep the residual fuel from dripping out and making a mess of your locker.
