Any Info On Kells 28?

I'm looking for my second boat. I want something that can deal with Lake Champlain and hopefully the seaway, Newfoundland and the Maine coast. The assistant harbor master in my town has a 1976 Kells 28ft for sale. The owner is religious in his maintainence and the boat is in surprisingly good shape for its age.

I can't find much information on this boat however. It has a half keel and a transom hung rudder, but also a wheel. If anyone out there has owned one I would appreciate anything you can tell me. Sailboat data did not even have the amount or type of ballast listed. I guess that Kells was a sort of sister company to Bristol and was supposed to be a decent builder. The 28 was the biggest boat they built and somewhere around 50 or so were produced.
